Country tiers group countries by typical auction competition and purchasing power. They are not an official advertising classification. They do not rank a person's legal case or value as a client, although the price of your services would have to be inline with the local purchasing power.
For immigration leads, the practical rule is simple: the country where you buy the advertising attention usually matters more than the country the person wants to move to.
Advertising slots do not have one fixed price. Each eligible search or impression enters an auction. Where more advertisers compete for an audience, and where businesses expect each customer to be worth more, they can justify higher bids. That raises the traffic cost underneath every qualified lead.
Advertising platforms (Google, Meta) have no purchasing-power setting. What local businesses are willing to spend in advertisting auctions defines the advertising cost to reatch a prospect in a market.

Country tiers are not standardized and are not created by Google. We use the ASO.dev country-tier list as a practical reference, checked August 2026. ASO.dev lists Andorra with code AN. This dataset corrects that apparent typo to the current ISO code AD.
Lower competition can reduce your advertising cost. The same market reality can also reduce what prospects are able or willing to spend on legal services.
A low lead price is useful only if the retained cases and collected fees justify the intake work.
These are averages, not a quote. Your fixed price depends on the advertising market, case type, and qualification profile.
